Maybe that’s a wrench for unscrewing a connector that holds on the nose cone?
Here’s a shot of the #70 car (I’m assuming the sister car to the #07 car in your picture) on track, with the corndog holder stick but not the corndog.
But here’s the #07 car without the corndog holder stick.
And the #07 car with its nose removed, and no corndog stick:
And a nose cone of the #70 car, with corndog holder stick AND corndog still attached.
It’s a mystery!

I’m guessing it’s a visible cover for the pitot tube, or whatever else that sensor is.

I see pics with an antenna there and some without. Perhaps it’s just a cover so people don’t hit it working around the car. They probably broke it once.

I can’t remember the exact name of it but it’s a probe to measure things like air temp or wind speed etc

Looks like something similar to a pitot tube on aircraft. Sense the dynamic air pressure of uninterrupted airflow to get all kinds of data from it. Maybe only attached when needed for testing?

I can give you the real answer, or the funny answer.
The real answer is that it protects the pitot tube from foreign bodies. Like the “Remove before flight” bits on airplanes.
The fun answer is that the tube is for filling Twinkies.

It’s a foam cover to protect the pitot tube when the car is in transport or garaged. Looks like they just got the tent up and unloaded the car.
